ACTING DIRECTOR OF ADMINISTRATIVE SERVICES - RICK GOECKNER BIOGRAPHY
Acting Director of Administrative Services Rick Goeckner is a graduate from Eastern Illinois University with a Bachelor of Science in Business majoring in both Personnel Management and Computer Management. Mr. Goeckner achieved the status of Master Municipal Clerk in 2000, the 9th in Illinois as one of the 900+ members of the Municipal Clerks of Illinois and the 53rd in the world as one of over 10,000 members belonging to the International Institute of Municipal Clerks. Rick also received his Certified Professional status in 2005 with the International Public Management Association for Human Resources.
Mr. Goeckner actively serves on both the Illinois Municipal League’s Legislative Committee. He has been a speaker and presenter at numerous statewide and national seminars and workshops on various municipal topics. Rick was elected Region VII Director for the 10,000+ member International Institute of Municipal Clerks in 2006 representing the states of Illinois, Missouri and Kansas. He previously served the Municipal Clerks of Illinois as a District Director, Treasurer and President. For this service he received the prestigious Illion Crabel Member of the Year award in 1998.
Prior to his employment with the City of Effingham, Mr. Goeckner worked for the First National Bank of Effingham first as a computer programmer and system analyst, and later as Personnel Administrator.
