The City of Effingham is a non-home rule unit which operates under a commission form of government. The City Council is comprised of the Mayor and four Commissioners who are elected for four-year terms. Except for the City Attorney, Treasurer, City Clerk, and the Director of the Department of Public Works, the Director of Administrative Services shall, with the advice and consent of the Mayor and City Council, appoint such officers, assistants, directors, department heads, or employees as are necessary to the proper functioning of the City, execpt that the Director of Administrative Services may not appoint those city officers which are applicable law required to be appointed by the Mayor and/or City Council or those employees which are applicable law required to be appointed by the City of Effingham Board of Fire and Police Commission.


The City Council meets formally on the first and third Tuesdays of each month at 6:30 p.m. The Mayor and each Commissioner is responsible for administering the functions of a certain department(s). The five departments are: Public Affairs; Accounts and Finance; Public Health and Safety; Streets and Public Improvements; and Public Property. The City Clerk is responsible for all personnel functions pertaining to the City and is the ADA Coordinator.

There are currently 110 full-time employees and 54 part-time and seasonal workers. The City has an operating proposed budget of approximately $28,000,000 (FY 2009-2010). The population of the City is 12,384.
