Effingham begins resurfacing project

The City of Effingham will be resurfacing the following streets in the near future:
Cleveland Street from Temple Avenue to North Avenue
North Avenue from Cleveland Street to Ealy Street
Grove Avenue from Willow Street to Pembroke Street
Pembroke Street from Gordon Avenue to Willow Street
Additional Streets affected by the work include Norwood Avenue, east of Cleveland Street, along with Grove, Gordon and Lynn Avenues and Lawrence Court, all east of Pembroke Street.
The progress of the work will include times when you will not be able to directly access your residence. For example, after the hot asphalt is placed by the paving machine, it is rolled, then cooled for a period before traffic will be allowed on the new surface. The time needed for the asphalt to cool will depend on the air temperature, sunny or cloudy but is expected not to exceed 3 to 4 hours. Local traffic on the newly placed asphalt will be allowed, but with limited turning movements. When turning into or backing out of a driveway, sharp or stationary turning wheels “scuff” and often open the surface of the asphalt, allows water to penetrate and reduce the life of the asphalt driving surface. If you are driving on the new asphalt, please keep this in mind and try to reduce any sharp or stationary turning wheels.
If you have a driveway on one of the streets to be resurfaced, you may be asked to park on the opposite side of the street or a side street if one is nearby and walk to your residence. We do not anticipate keeping anyone out of their driveways overnight.
It is understood that there may be elderly residents or those with a condition or situation that is not conducive to walking any length of distance. Please contact the undersigned at (217) 342-5348 to advise us of the situation so that some arrangements could be made. It may be something as simple as spending the morning or afternoon with a relative.
We also recognize that there may be concerns with Emergency Service vehicles access in these areas. Please be assured that if there is an emergency, our first priority will be to get Emergency Services to the scene and resolve issues with the work after the Emergency is over. We will not deny Emergency vehicles access to a scene.
The contractor is still determining the start date but the work hours are expected to be from 6:00 a.m. to 4:00 p.m. The City will advertise the start date and location of the work on the local radio stations and newspaper as soon as they are available. Once the work begins, the City will make every effort to provide daily updated information about the location of the work and affect on surrounding areas.
The City apologizes in advance for any inconvenience the work may impose but we also respectfully ask for your cooperation and patience. Please be assured that the City and the contractor, Effingham Asphalt, will make every effort to perform the work as expeditiously as possible while maintaining quality.
