The City of Effingham is a non-home rule unit which operates under a commission form of government. The City Council is comprised of the Mayor and four Commissioners who are elected for four-year terms. The City Clerk, the City Treasurer, and the Department Heads are all appointed with the consent of the City Council.

The City Council meets formally on the first and third Tuesdays of each month at 6:30 p.m. The Mayor and each Commissioner is responsible for administering the functions of a certain department(s). The five departments are: Public Affairs; Accounts and Finance; Public Health and Safety; Streets and Public Improvements; and Public Property. The City Clerk is responsible for all personnel functions pertaining to the City and is the ADA Coordinator.

There are currently 113 full-time employees and 60 part-time and seasonal workers. The City has an operating proposed budget of approximately $55,285,321 (FY 2006-2007). The population of the City is 12,384.

Each request will be complied with or denied within seven working days after its receipt. The seven day period may be extended to fourteen working days if required. (Copy of Freedom of Information Act available upon request in the City Clerk's Office).
