James W. (Jim) Arndt serves as the City Administrator for the City of Effingham, Illinois. Jim is the first City Administrator for the City and he officially began his employment on November 15, 2010. Jim is an International City and County Managers Association Credentialed City Manager (ICMA-CM). Jim has served as an administrator for a municipality in Ohio and in Missouri. Jim attended Eastern Illinois University in nearby Charleston, Illinois earning a Master in Arts Degree in Political Science concentrating in public administration and public policy. Jim Arndt currently serves on the Illinois Municipal League Manager's Committee.
As the City Administrator, Jim serves the Mayor and City Council in the oversight of the day to day operations of the City. The City Administrator serves as the personnel director of the City, creates the agendas for the Council meetings, directs and supervises all departments of the City, prepares the annual budget, annual tax levy, and annual 5-year capital improvement plan for Council consideration, prepares public policy for Council consideration, and oversees the overall financial status of the City.
