Golf carts
Golf carts can now be operated on certain streets in Effingham. Anyone wishing to operate a golf cart on city streets or alleys must apply for a permit through the Effingham Police Department.
Ordinance No. 057-2022 outlines all regulations for operating a golf cart in areas under the jurisdiction and control of the City of Effingham. You can review the entire ordinance below. A few highlights to keep in mind when operating a permitted golf cart in Effingham:
- Posted speed limit must be 30 mph or less
- Operation is unlawful on streets, highways, and roads under the jurisdiction of the Illinois Department of Transportation or another jurisdiction
- The Golf cart accessibility map shows all permissible streets in green, crossings in yellow, and unlawful streets in red
- Golf carts shall operate in the same direction as traffic
- Golf carts may not be operated or parked on sidewalks or multi-use paths
- Head lights and tail lights must be illuminated at all times
- All occupants must be seated in a seat installed by the manufacturer, with seat belts fastened
- Operators must be at least 16 years old with a valid driver's license
- Maximum speed limit is 20 mph
- Operators shall obey all applicable rules, regulations and ordinances of the City of Effingham, and the provisions of the Illinois Vehicle Code
- Applicants for permits must reside within the corporate limits of the City of Effingham
- Golf carts must be covered by a liability insurance policy
