Projects that don’t require a building permit
While most construction projects in Effingham require a building permit, there are some exceptions. Even if a permit is not required, your project still needs to be inspected and follow all building codes and regulations.
Some projects may still require permits from other agencies or divisions. For example, even if you don’t need a building permit, you may still need plumbing, electrical, or sewer tap permits.
In your yard
- Fences, but you'll need to follow our fence guidelines
- Landscaping
- Accessory structures (like sheds or greenhouses) under 120 square feet, but you'll need to follow our accessory structure guidelines
Homes and buildings
- Painting
- Replacing flooring
- Replacing windows*
- Changing a light fixture
- Changing a water heater
- Replacing outlets and switches or plumbing fixtures

For plumbing, electrical, or mechanical projects, we recommend that you work with a licensed professional.
Roofing
We don’t require a permit for roofing or re-roofing, but a permit may be required if the structure (rafters) is affected.
We don’t require roofing companies to register with the City as a contractor. Roofing companies are required to be licensed through the State of Illinois. Verify your roofing company’s license status before you sign any contract.
