Speak at a City Council meeting

Purpose

Anyone wanting to address the City Council during the public participation portion of a City Council Meeting is required to complete and submit a Speaker’s Card prior to the meeting.

How to obtain and submit a Speaker’s Card

  • Online form
  • Pickup a form prior to the meeting in the City Clerk’s Office
  • Extra forms are available in the Council Chambers at City Hall

Protocol

Pursuant to Ordinance No. 004-2016, the protocol for public participation at City Council Meetings is as follows:

  • Anyone attending the Council Meeting shall be allowed to address the Council after being acknowledged by the Mayor.
  • Anyone wishing to address the Council is required to complete a Speaker’s Card that indicates the name of the speaker, identifies the topic(s) of discussion, and describes any desired action by the Council.
  • Speaker’s Cards must be submitted prior to ten (10) minutes before the scheduled meeting is to begin.
  • There is a five (5) minute time limit per speaker.
